Rusty candle holder hobbyist?

I picked this up for a 1.00 the other day at a local shop. I think it's by a crafts person but thought I would get more opinions. Its cobalt blue glass in the middle with a metal wrap around it. I did notice a worn sticker on the bottom so I didnt know if it was by a company. I tried searching for one online but couldnt find one. Kind of cool either way but is it done by someone in their free time?

 

Much of this “caged glass” comes out of Mexico, one notable artist is Filipe Derflingher but not sure he did any in a brutalist style.

 

Thanks amund. I looked up his work but there are some differences. I think more of crafts vibe from mine.
