Featured Sepia Watercolour Can Anybody Read This Signature

This very well drawn scene of a horse and cart with a sepia wash is for sale locally. I cannot read the signature at all and wonder if any of you experts can help.

 

Haven't I seen this before? That image is so familiar.

 

I thought that too but nothing on Google Images

 

There's an artist named John Van Minian but he did frakturs. Not the same style

 

The anatomy, loosely done cart, and quality of line/shade make me think this is student or amateur work, which might make the artist hard to find. It would not surprise me if elements like the horse were a copy and that's why it's familiar.

 

Something very 1930s about the figures. The signature looks like "Williams" to my eye.
