This signature is on the back of an art deco style Crinoline Ladies plate that’s for sale locally. Unfortunately I was unable to photograph the plate due to its location .

    Can anyone read the signature?

    Looks possibly French IMG_3816.jpeg

The second line looks like "Catton."

I managed to get the plate along with two more. Interesting pieces. The artist exhibited in Paris in the 1980s but I can't find a great deal about her. A set of 13 plates individually painted by her sold at auction for over £450 in 2018. She is an individual decorator working on quality blanks so these are not factory pieces.

I suspect she was Paris-based and inactive (for one reason or another) after the 1980s.

American apparently. In the 1986 edition of Art in America. From a 1988 issue of The Spectator: .. "Melinda Patton has troubled to learn the craft of china painting . She is the Aubrey Beardsley of the thematic dinner service..."
