Signed cat print in cheesy frame any ideas on artist?

    Hi, between the older plastic frame, the older upholstery border and the image itself, at least to my eye, this jumps out at me. I thought it may be a watercolor but the edges of the print are very even, unless there is a way to avoid "seepage?" The the colored areas of the cat do seem to have a little texture. The Washington signature is definitely raise and seems hand done. I'm hoping and will appreciate if anyone can give me any ideas, leads or information on this. Thanks.
