Featured Silver folks,who is this mark?

I had to run to the grocery store but of course sailed thru Hoodwill and I about plotzed when I saw this ! Its 10in across,2 high,and Im dying to find out who and when. I thought the head was George Washington,but wasnt able to match it. I do look before I ask ! any input is always appreciated.

Same one I found the candlesticks and Peretti dish at ! How the Vultures missed it I'll never know ! I even stood in line forever to pay,and I didnt even get annoyed as Im wont to do !
