Those do not appear to be "hallmarks" in the correct usage of the term. There is nothing in them that matches any of the officially sanctioned silver quality or assay marks of any country. Does have the look of silverplate maker marks from the UK, but I was unable to find this exact combination on either of the sites I use for such marks.

Malta. to be looked at by a specialist, because the system is very special. marks and unities were Italian, French, Aragonese a.o. .
where did you find it ?

I'd agree on Malta. Interesting and unusual.

Many thanks everyone. I think definitely Maltese although Maltese hallmarks generally display silver content, I can only assume this is possibly an earlier piece. Really don’t thinks it’s plated, it’s definitely feels like silver, old silver, you just know the difference having handled both lots over the years. ‘‘Tis a mystery

I’m just pointing out, I think the other seller made a mistake, but I’m not familiar with the marking system.
    Nice Find for you!

it could be VERY old, before the English got Malta in the Napoleonic wars in 1800.
there were unities like French millesimes, deniers etc. that were not marked. there were also items that were marked Arabic.

Looks to me like a mid to late 19th century English electroplate fiddle pattern caddy spoon - several manufacturers, both known and unknown, used the cross pattée as part of their marks (and at least a couple used the different shaped Maltese cross).

    Hi

Did you get to the bottom of those 'hallmarks'? I have one with the exact same stamps.

I too have one yes definitely feels like silver , but the thing thats getting me it bends easily and is not heavy like a base metal as silver plate spoons are, in some places the Cross is the symbol for silver
