I've found several Victoria jubilee brooches online that are similar to this one, but most seem to have either a date or the name Victoria on them, while this one has neither.

    My questions are

Is this brooch a souvenir of Queen Victoria's reign?

Is it solid silver or silver plate? The marks at the top are the letter m followed by a sideways anchor, followed by a lion. The bottom mark looks like T & J R or T & J B.

    Thanks for your help!

It is sterling silver. Hard to make out the date mark, but looks like 1886 for Birmingham. Golden Jubilee of Queen Victoria was 1887, so that would make sense.

Lovely, ascot. A little collector's item as well as very pretty.
I agree with Barn, Birmingham, and the M for 1886. Made by T&J Bragg Ltd.
