Small Cast Iron Tea Kettle

If I already asked about this sorry, I have had it so long an trying to get one of the spare bedrooms cleaned out. It's what a lot of people refer to as salesman sample or childs size. But what I found interesting was the bottom. Has anyone seen anything like this before? It looks almost like a repair strange.

 

Oh and I might add the repair looking part is cast iron also.

 

Sure that isn't tape that was painted over.

The large size of these are usually humidifiers. Put on a wood stove with water to add moisture to a room.

Is it child size? Doll house size?

 

It's about 5 in tall. It's that bottom that has me baffled

 

oh sorry missed the tape part, but positive it's not tape.

 

Here is another picture I just scratched with a butter knife.

 

Looks like some kind of fabric tape to me, too.

Can you see anything on the inside that suggests a repair was needed?

 

Defiantly not tape lol. That's what has me so baffled I have never seen anything like it before. Here is a picture of inside never cleaned the inside yet just the outside.
The only marking I can make out is the number 3 underneath the lid.
