Small porcelain dish - gilt decoration - weird decorator's mark?

This dish isn't that interesting in and of itself - there's just a weird - thing - on the base. Looks like a wax seal of some sort, but is much harder/permanent than wax. Is this some kind of decorator's mark to cover up the maker's mark? Almost looks like a blob of glue - maybe it is just a blob of glue LOL.

The dish is about 3 inches wide. Thanks as always for having a look at this one!

I think it's Limoges. I've seen pieces with a sort of seal on, which was the importer or retailer mark. Border gilding and porcelain are right for that, too.
