Small Windmill Motif Bottle - Perfume Sprinkler?

    Hello Board Buddies - Is this bottle complete? I'm not familiar enough with these items to tell. The bottle is about 3 1/4" tall. The metal piece is on an angle (deliberate?) and has two holes. As best I can figure it's some type of scent bottle. Any help would be much appreciated. Thanks!

    Thank you all - especially INH! I am embarrassed to report that what I thought was a decorative design on the top of metal part actually reads "J.C. BOLDOOT AMSTERDAM". They were a perfume company active around 1900 from what I can gather. They did these windmill bottles in any number of shapes including a clog and watering can. I apologize for not catching this sooner. :oops:
