Some Kind Of Baby Bottle?

This is weird. 7 1/2" tall, looks like a character of some sort. Blue top is permanent. Inside is a glass bead. What is this?

 

A soda pop bottle. The marble was used to seal the bottle. I think?

The old ones were called Codd bottles. Named for the inventor of the of the marble closures.
