Some sort of surveying tool?

    Hello all, once in awhile I split a delinquent storage auction with a friend.
    50/50 split...
    Some of the finds are easy to figure out what they are and some we put in the stump the chimp file as we are left scratching our heads.:D

    Any insight into what or who makes this what looks like a survey tool?
    Has a bubble level on the top/side.

    Thanks, I appreciate your knowledge.
    With the information I was able to find a few that look like this one.
    Mine doesn't have a makers name but still looks just like the ones I found so mystery solved.
