Some sort of surveying tool?

Hello all, once in awhile I split a delinquent storage auction with a friend.
50/50 split...
Some of the finds are easy to figure out what they are and some we put in the stump the chimp file as we are left scratching our heads.

Any insight into what or who makes this what looks like a survey tool?
Has a bubble level on the top/side.

With the information I was able to find a few that look like this one.
Mine doesn't have a makers name but still looks just like the ones I found so mystery solved.
