Steampunk Medal of Valor or victorian kerosene lamp part or...?

    Well, the bottom (?) conical brass knob is knurled and the rectangular shaft it is on is threaded.
    In addition to the shaft running through the cylinder, there is something heavy inside the cylinder that is free to slide back and forth.
