    What size?
    Is he cement?
If cement, could he have been an architectural embellishment?

Going off memory it's about 5" or so tall.
I think it may be cement

There is a collecting category in pottery called "sewer tile". It usually has a brick red color. I'm wondering if that might be the case here. It's considered folk art which can make it almost impossible to identify the manufacturer. There are other pottery folks around that would know that category better. Hopefully someone else will chime in and let me know if I'm off base.
