Thoughts on watercolor & help w/signature

    I saw this yesterday at a thrift store and thought it was nice, but I couldn't make out the signature for the life of me! It looks like C. Abbe maybe?
    I asked the manager what his best price was because a image search of the signature didn't turn up anything & trying to decipher it was impossible, and he said he'd take $50, but I told him as it was I would offer $25, or I wanted to check with antiquers.com first.
    He wouldn't agree to the $25 but he did put it aside until this morning.
    So my friends, any idea who the artist is? Any thoughts on the painting itsel?
    As always I thank you for your help with this - it is sincerely appreciated.

    I see C. Abbe too. Frame looks 1980s.
