Is there a local gem and mineral club in your area? You may be able to find a hobbyist who can cut new stones.

You definitely need someone who can do lapidary work to restore the cross. Suspect stones were the same red as the one at the top (red jasper?). The upper one will take some skill to cut.

Since the brooch is one of those nice ones with various shades of turquoise, at least you don't have to worry about matching any of them. A jeweler might be able to get hold of appropriate stones for you. Little cabochon turquoises must get lost from rings often enough to be something made commercially.

You can also check on line for the turquoise. I've never hunted for anything specific, but know I have seen various loose cabochons for sale on sites both for minerals & for jewelry makers. A very quick search.

If you google 'Scottish pebble cross' you will probably find the right composition of colours for the Scottish pebble cross.;)
Yes, that is jasper and heliotrope.

Will you post the result? I'd love to see it. Those are two lovely pieces that deserve to be restored.

Rhinestone Rosie in Seattle is well-known for jewelry repair, and might be able to handle this job. They replaced a missing piece of MOP in a SW bracelet my wife had, and did a good job.

I would give Etsy a try for the turquoise cabochons, I got some perfect garnets for a repair on a Victorian pin there :)

On the Scottish hardstone cross, you might find a very damaged brooch you can harvest.
