One is a snake charmer blowing one of those twin flute thingies
and the other appears to be trying to kill the charmer by smashing
what look like Hare Krishna cymbals together. They seem to be
finials of some kind as there are square wooden extensions at the
top and bottom as well as a nail or bolt hole in the base. As they
can't be mounted to a wall using the bolt hole due to the rear angle
of the base, a previous owner has wall mounted them with framing
wire around their necks. Anyone know of any cultural significance
    and possible original use?

Very charming. The style is NW Indian.
Stephen, are those little mirror decorations I see? In that case they are probably from Gujarat, also in NW India.
I don't know about the use, probably decorative, on or in a building like a temple or 'haveli', a grand townhouse.
