    The way the dial is numbered helps the wearer convert from civilian to military time, I think.

    1 is the position it would normally be - which is labeled 13 on this watch, and 12 is at the position labeled 24, as Bakers said, this watch is labeled to assist someone in converting civilian time(1-12 in the AM and then 1-12 again in the PM) to 24 hour military time (1-24).

    Many countries use 24 hour time ,the U.S. military adopted it in the early 1900's. https://www.reddit.com/r/MapPorn/comments/1ktabp/1224_hour_time_format_used_around_the_world/

    It's not military, it's usual time counting in Russia

    Very prolific Russian maker. I am puzzled why it has two what appear to be winding crowns, as it does not appear to be a chronograph with buttons.
    More information needed.

    Its not called Military Time here, its just the 24 hour clock.

    I've used it for as long as I remember.

    Most PC's use the 24 hour clock down in the right hand corner of your screen next to the date.
    eBay use it counting down auctions.

    It was created by the ancient Sumerian civilisation 3300-2000 BC.

    @Mario
    I'm going out at 15.15hrs GMT (10.15 Texas time CTZ San Benito.)

    I am returning about 19.00 hrs (14.00 Texas time)

    You have 3 3/4 hours to learn the 24 hour clock. :D

    You can start by changing the time settings on your phone to 24 hours.

    I agree with Davey. To me it simply gives you all the information you need for your regular 24 hrs.
