No clue about the stamp, but I LOVE the teapot!! Perfect skinny spout, perfectly round, and delightfully pobby! :)

This is marked 天津 寶恆誠 "Tianjin, Bao Heng Cheng" and 紋銀 "wen yin," which usually indicates silver content of about 92.5 to 93.5 percent.

There's also the character 辛 "xin" stamped at the top, and another character stamped at the bottom, which I can't make out.

Note that Bao Heng Cheng is the modern romanization of those characters. The name would probably have been romanized differently decades ago.

I still think Peking rather than Beijing (though not in connection with this teapot).

And Tientsin instead of Tianjin, of course.

No, he says that in the listing, but if you look at the marks, there's actually nothing there resembling any characters that are read Bao Cheng. It's also a bit suspicious since one mark says Beijing and another Tianjin.

He's also got this listed on ebay.

Notice the difference between the quality of the photos of the items and of the marks.
