Unknown silver item

Hi all, this is my 1st post on here, so hoping someone can help. I bought this item in an auction along with some other items. I am pretty sure it is silver and not silver plate but i have not got a clue what it is or used for and I cannot find any reference on the web to the silver marks, I am sure that they are European though. Any ideas guys?

1st i think u have it upside down.
i don't recognize the markings , but to me it looks islamic.
i think it may be a type of belt hook , and something would have hung downwards from the ring

I don't see anything Islamic about this or the marks.
