Vermont Woodcraft item

Not exactly sure which forum to put this in so I'll try this one I ran across a very unusual item made of wood. It is stamped Vermont Woodcraft on the inside but I wasn't able to find anything like it via Google. The lid measures 16 1/2" with the base being 1/2" shorter x 3 7/8" wide. The base has 2 holes in it. I'm thinking it is supposed to be mounted on a wall and possible hang clothes? from.

 

I was thinking drying rack as well. Not sure how sturdy yours would be with the support coming from underneath. Too much weight and it might collapse.
