Found this at a yard sale today & liked it right off the bat- it made me smile - it actually made me think of the singing statue heads in Disney's haunted mansion that I rode on as a kid!
I've googled B. Kline artist and found a lot of Kline's but no B. Kline. Could someone who paints like this not have done more or be known?
    Thanks, I appreciate any help.

Think someone's reach may exceed his/her grasp.

Debora - you don't think it was well done (or at least executed)? They had to work with what they had to work with!

He/she had some training but hadn't fully developed his/her technique. A bit kitschy-koo.

It’s really funky but I think there’s something about it. I’d bet that the artist is familiar with the art of John Currin.

Feel sure it is supposed to be Jefferson, but please forgive me, was immediately reminded of a red-headed version of Zira (Kim Hunter) from the original Planet of the Apes...

Figtree3 What would you do if you weren't afraid?

It looks like the year "75" at the bottom, partly hidden by the frame? If so, maybe a mashup commemorating the upcoming US Bicentennial, along with the Planet of the Apes zeitgeist? In 1975 the original film series had ended but there was a recent live-action TV show and an animated one.

Possibly not a conscious connection being made by the person who painted it. I think they were inspired by the image of Thomas Jefferson but also... somehow the other likeness appeared. ;):)
