Vintage metal and lucite... desk organizer?

Should I just call this a "desk organizer" or was there a specific word or use for something like this? Maybe for an accountant??

Metal and lucite or some kind of older clear plastic. Measures 9x11". Thanks.

Any idea what goes that covered spot in the center? Memos or something? It is a very specific size. Maybe for a receipt book?

The metal part screws into the base. Was thinking a bit more retro than 2000, but maybe its just worn and is fooling me. Greg, was yours exactly like this?
