Lacking any additional info I’d say early 21st C.

 

It is difficult to find accurately dated dolls for comparison. Documented examples I have found in several museum collections start appearing in the 1970s-1980s, and this is the same time period when the Turkana started making dolls for sale (as opposed to their own traditional use). Just based on style, the two taller dolls appear to be older than the small one (which I suspect was made specifically for sale). Mounting them together on a piece of wood is definitely not traditional.
