Web Belt with Well Marked Brass Buckle: Whose & When?

    The web is ~46" X 2", probably waxed (it is quite stiff); the closure clip is adjustable. The buckle is 2 3/4" X 2 1/4" X 5/8", slightly curved.
    I would like to know what nation's army uniform it is part of, and when it was introduced.
    I believe it's European, and post-WWII...but I can't really justify those assumptions. The markings are plain enough; the maker's mark is an OLC within a diamond (lower right pic 7), but I haven't a clue how to convert what I see into what I need to know...your help will be deeply appreciated. Thanks for lookin'!
