    It's either for wallpaper or fabric. Ink on the high elements and press onto the material (fabric or paper.)

    I agree, textile stamp, most likely India. Probably 19th century.
    Missing its handle, but valued enough by someone to put it on a stand. A collector will have a problem with the damage caused by the rod, especially since there are many undamaged ones out there, but it works well as home decor.
