I think that particular type is used on the 3rd rail of an electric subway system.

I know that people collect railway stuff, but I dunno about segments of track...

Usually it's stuff like luggage carts, trunks, bags, suitcases, stickers/labels/tags, uniforms, caps, whistles, lamps, etc etc...

I've never heard of anybody collecting track before.
