What are these ? Earrings ?

    I bought these thinking they are hoops.. but the small wire doesn't move, so they can't be open (one of the wire is broken though).. same pattern on both sides and hollow on the inside.. I'm kind of lost, I don't know what to do with them.. thank you for any input ! :)
