What could this little knife have been used for?

This appears to be a bone handled knife with a little turquoise piece embedded on one side. The blade is only 3/4" and the knife is 1 7/8" long. Any ideas on where it may have been made and what it was used for?

Appears to have been repaired. Someone has really abused this.

Often times knife makers make miniature knives. Not so much for use as for a just decorative piece.
May not have been an accomplished maker. There all kinds of knife makers around.

Adding it could also have been made for the souvenir market.
