It sure looks like it ought to open.
Just seems odd to have two types of stone assembled like that unless it used to open, like a small box.
Don't want to damage it by trying to open though. Could try heating the top part with a hair dryer, see if it becomes loose. Or put it top-down in a pan of hot water, just deep enough to warm the top without warming the bottom section.

My first thought was a hone of some sort.

The red stone is a form of Jasper.
I've been trying to find use of Jasper as a hone, or sharpening stone.

I keep ending up on a razor forum where they talk of using jasper in several threads, but no actual good info.

I have also come across info that indicates Vikings used jasper as a whetstone.

My other thought is that it might be used as a table of sorts to work gold jewelry on.

Just throwing out an idea.........might it be some sort of cooking press or stone?? You know....like a bacon press, but used outdoors or in a campfire?

The bottom looks like it has old glue marks from felt being laid there.

    Maybe a paperweight .

Not sure - Possibly an architectural décor piece that came off of a staircase or something? Also possibly off a piece of furniture perhaps.
