    It seems to be made of glass or some type of hard shell. It is about 3in tall and 2in wide

    Found where there were old bottles? If the circlular part fits over the top of any of the bottles, it might be a bottle opener for those old screw-on tops that had the ridges in them. Yes, I know it is made out of glass, but it could be that old thick glass that was pretty strong as long as the torque was not too high. Just a guess.

    I think @daveydempsey is on th eright track, my thought was it is a pattern for making a sand casting for a wrench ? Curious , it is !

    Would a stick be inserted into the tube and secured with a screw in the hole?
