What is this antique tool???

    Any antique tool collectors know what this piece is called?

    Measures: 23” long. Center post 1 5/8” diameter x 8 1/2” long.

    Inside diameter of “cup” approx. 3.5”

    Marked No. 2

    Has an adjustable cutter.

    All I could come up with was a rounding plane, but I do not think that's correct.
