What is this hinged brass thing used for? And, is it an angel?

    Picked this up today. Back plate with hinge is about 2 1/2" high. Cast figural front resembles angel with flowers on stems at her hands, swirling gown and maybe some Novueau-ish fronds? what is this for? There is a hole on the back plate but it is currently bent forward, towards the figure's head, at a slant. Maybe it should be level with the other hole at the bottom, then the unit could be hung on the wall?

    There is a knob of brass on the back, as though it were a mini doorknocker. Is this for holding papers down? Hanging on the wall to hold a small cloth towel? Any ideas Thanks in advance!

    Door knocker, no doubt, but no angel. Could be Pomona, or some other earth goddess, or just an allegory of spring or something.
