This small book measures 3" by 5". It is some kind of a reference book about wool, but although I've studied it and studied it, I don't understand what it is for.
Does anyone know? I will show you several pages of figures. What do they mean?

Shrinkage from raw wool to processed yarn, probably.

Figtree3 What would you do if you weren't afraid?

I don't understand, either. Seems like the prices shouldn't go up if the shrinkage percentage also does. Would love to know the answer!

We certainly have enough Brits and Aussies here! Doesn't someone know?

Jivvy the research is my favorite

I wonder if the numbers across the top are a unit of time and the chart is percent of shrinkage based on time being cleaned... but I haven't a clue about the pricing column.

The processes listed in the beginning of the manual are steps in cleaning raw wool, not spinning into yarn.

"When shorn from the sheep, wool carries -varied quantities of
natural wool grease, dried perspiration, dirt, sand, chaff, seeds, and
burrs. In this condition it is called "greasy wool" or "grease wool".
Before greasy wool is manufactured, the natural grease and foreign
matter must be removed. This is usually accomplished by a cleansing
process called "scouring," which causes a considerable loss from the
weight of the original greasy wool. This loss in weight is known in
the trade as "shrinkage" and is expressed as a percentage of the original
    weight of the greasy wool.
Thus a pound of greasy wool is not a pound of pure wool fiber. A
pound of greasy wool that later shrinks 60 percent in scouring consists
of four-tenths of a pound of pure wool fiber and six-tenths of a pound
of grease, dirt, and other foreign matter."

As it says "Complete Insurance Coverage", the tables may be for figuring insurance fees (as inh suggested) based on weight, which has to consider changes due to shrinkage.
