    Looks like some sort of gas cylinder tank / valve wrench to me.

    Old iron-bed spanner, although generally they were hexagon bolts.

    I agree. It looks like the little wrench on the acetylene tank my wife uses for jewelry making, only the one in this post is older and corroded.
