    I'd say pre USSR Russian. Bet it's 800 silver.

    I agree, Russian. Not sterling, that was not a fineness used in Russia.
    I think it started out life as something else, maybe as part of a Central Asian Russian headdress with dangles on chains hanging from the loops.

    That wouldn't surprise me. It looks Imperial but the hardware looks later.
