Looks German to me. It should be marked on the back of it's neck or upper back. Is the mark a turtle in a diamond? If not, can you post pics of what the mark is?

Buy it if you like it but I doubt there is any real value there. It appears to be made from composition and it has some damage that detracts from the value greatly. It looks like there is a crack in the arm and there is a lot of bleaching of the flesh color paint (see where he wore socks for many years, hence the darker pink lower legs.)
Dolls really need to either be in hand or have excellent photos to make an informed purchasing decision.

As Balto said, there is no real collector's value, so buy it only if you love it. I believe it is German made and resembles the early Schildkrot dolls. I would date it in the 1910-1920 range. The hair paint is original, however I can see many spots where it has paint rubs. The face has been poorly repainted and the body is showing sun damage to the paint and cracks in the composition. Some little girl loved her dolly very much and tried to "fix" it herself. :)
