What To Make of This Dish?

Wondering if y’all have any thoughts on this. The decoration seems quite “heavily applied”. There’s no marks on the bottom except possible a faint stamp under the glaze. I want to think it’s a hobbyist piece but the pattern/design you seems a little elaborate.

First glance it looks factory decorated, but the way it is finished in the center is very strange looks like someone ran out time.
