    To my eye the figure looks like some type of jasper; the base has a bit more of an agate look, but might also properly be described as jasper. It is very difficult to form a judgment from the rather dim photos. 'Agate' & 'jasper' are terms for formations of chalcedony, which is a form of quartz. 'Jasper' is a very loose, catch-all term for any opaque chalcedony that is solid or irregular in coloration.

    The figure is Shou, the Taoist God of longevity.

    I agree that the base and Shou are carved from two different types of stone. There are many types of stones that are specific to China. Looks like this is one of those. Tagging @shamster , she may know the type of stone.:)
