What was my Baby Bird Used For?

Hello Board Buddies - I've got this tiny little bird and I'm not sure of his function. It measures 2" long and 1 3/8" tall. The eyes look like there may have supported an inserted stone or crystal. Appears to be some type of spelter. Incense burner? Individual ashtray? Pin Cushion? Any help would be much appreciated. Thank you.

My first thought was pin cushion but I'm not 100% on that.

Hi,
It was for straight pins like when you are pinning a hem. I had one in a sewing box that I sold several years ago. Mine had a blue velvet type lining that had turned a pearl grey over the years.

Thanks for all the suggestions folks. I especially appreciated seeing what may have been the original eyes. My fallback position is a toothpick holder although I think the toothpicks would have to lie flat, I think. Y'all are the best!
