Who Is This Hindu Goddess

    Without attributes it is impossible to tell. Multiple arms indicate power, not who it is.
    Her face is quite peaceful, and she wears a regular necklace, no skull necklace, so I would rule out Kali.
    In Hinduism the 'tilaka', or dot on the forehead, is often associated with the Shaktas, followers of a Devi cult. In Shaktism the divine principle is feminine, deified as Devi. Kali is one of the many aspects of Devi.
    This Goddess could be a God, by the way. Hindu Gods can be quite 'chesty'.
