Featured Whoooo made this owl?

    Today I found this owl sculpture on wooden plinth. Sculpture is 5 1/2" high - base is another 1 1/2". Signed Burqu...something and has a © 1976 and perhaps foundry/maker mark - "TLC"? -and what looks like FRANCE underneath. I've done a few cursory searches online and haven't come up with any matches. Weighs 3 1/2 pounds. Not attracted to a magnet - not sure if pewter or perhaps bronze/brass with a silvery finish. Any ideas? And thanks again!

    As an aside,Ive been seeing a LOT of pewter in thrifts lately. What gives ?I even bought some!
