    It says Denver 1914 on the banner, and odds are those flowers are forget-me-nots. But whodunnit? The back isn't marked.

    BPOE also known as The Elks.

    If you google BPOE Denver 1914 - it comes up as their Golden Jubilee.
    I didn't go further to see what was significant for the 11th hour.

    Also appears something should have been hanging from it.

    An old school version of Time's Up? I think it's probably something along the lines of time's running out; do some good now while you can.

    I think this had something else dangling from it originally, probably a fabric badge.
