    I think a later reproduction like 1960s that someone tried to refinish .

    It is made in the 20th century, though agree that later in the century is more likely. Not a side chair so a more correct name would be: Brace-back fan-back Windsor Armchair. It is a mix of different regions and is not a strict copy of Philadelphia or any other region. Similar Windsor style chair were made by companies such as Nichols and Stone and many others.     Feel free to refinish anyway you want. Originals would have been painted in a solid color.
