Wood carving. Is he a Buddha? & can anyone read the Asian marks?

    He is about 6" high, and I'm guessing a vintage tourist souvenir. Is he a Buddha? Can anyone read the marks? I took a rubbing also because they are hard to see. Thanks for your time. :)
