The wear looks good and the paint looks aged to me. I was thinking maybe 60’s -70’s? Not sure if it can be considered folk art? I think is it a very cool little decor item. It stands 36cm tall and the base is 17cm wide. So age wise what do you all think? Thanks for any comments

    Right.
I could be wrong, but it reminds me of similar figures made in the 80s and 90s. Not my area of expertise though, so let's wait for the others.

I'd think 1980s too because, among other reasons... those shoulder pads.

This one looks very similar in style and pose, but the seller has no additional information -

Sorry, copying a link to ebay does not seem to work anymore. But it is eBay item number:156220729830.

Wouldn't be surprised to learn that he's a caricature of a real person's clown character, perhaps only regionally or locally known.
The hand behind his back is my only clue to that, but there's something 'personal' about him...Nice!

An interesting possibility. I did not consider that and will look into it. Thanks for that

Thank you for reply and info. I agree overall very similar. Interesting that it’s being called vintage ‘folk art’
