It looks like the right arm on your figure has been repaired/replaced.

He is seated on a chair and in a pose resembling carvings of Chinese emperors. He may be a depiction of Fuxi, the "first man"in Chinese mythology. He often seems to be shown dressed in animal skins and/or garments made of leaves, and has horns (I have not found an explanation of this feature in English yet). He is credited with bestowing on humans many basic inventions and techniques, including the foundations of the I Ching.

I really like that thing, and suspect it's something good, but don't know what. Reminds me of flying monkeys:

"Shen Nong. Mystical figure in Chinese history. Helped cultivate civilization. Possessed unusual attributes such as a transparent stomach. Some speculate he may even have been an alien! Turned black after testing a herb that turned out to be poisonous."

Thank you everyone for your help. The arm does appear to be repaired, there are a few other issues with the figure and his chair(throne?). I will post some better photos at the weekend.

@J Dagger yes it is a wooden figure.

Is the red paint on the chair described as polychrome?

It might be red lacquerware - polychrome usually means made with, or decorated in several colors.
