Would this have been a letter opener?

Obviously has massive damage, but it was .50 at a sale, and I thought maybe someone could use the top piece for some art project or something. Was it a letter opener? Also am I correct that this is an older piece? Thanks.

I'm almost positive there was one like this a few months ago on the Ebay forum - before I stopped going there. The owner wanted to know if it was new or old. I recall the Art Nouveau face and leaf back side. I'm guessing genuine Victorian because it has nice detail. The 1970s repros don't have crisp detail.
