Please show a picture of the mark - so far as I know, Watson & Bell were York silversmiths around 1840, not known to have worked in Sheffield plate or electroplate...

At the time,'plate' did not mean silver plate as we know it today, but simply meant silver, from the Spanish 'plata' and 'a piece of plate' would be used for a sterling silver item.

The mark with its reference to EP and A1 is late 19th C. at the earliest, I'd say. In 1830 they'd have been using what we now call 'Old Sheffield Plate' which was a layer of silver over copper then silver rolled out very thin. The lobed design was another popular late 19th C one.

'W.B', no ampersand - electroplate by William Brearley, Sheffield, active from the 1860s into the 20th century.
