Featured Chair test - who can guess the closest to when it was made?

Here's a chair that I've had for a few years, and haven't been able to get rid of. Its not the kind of chair I normally collect, but there was just something about it that made me hold onto it (in my basement). Obviously not an expensive piece - I got it for free thrown in with a couple other things I was buying at an estate sale (end of the sale, the arm was detached and it was being discarded). I think my main interest was that I had never seen another chair like it and couldn't make up my mind when it had been made. I even put a little bit of work into it - reattaching the arm that was loose, but I haven't done anything else to it.

I think I know now where and when it was made, thanks to some research I was doing on another chair. So this is a test of my research and your gut feel. I can take extra pics if needed. So if you're interested in testing your gut, when would you judge it to have been made - and where for extra points?
